[SOLVED] Want VBR/192, get CBR/128

I extracted an audio CD as WAV files and wanted to use xrecode3 1.86 64-bit to convert them to MP3 using VBR with minimum bitrate 32 kbps and maximum 192 kbps, joint stereo, no max noclip gain, no cue file, using xrecode's lame_enc.dll. All this is visible in the settings window for MP3.

But several different programs including vlc report the resulting MP3 files as CBR at 128 kbps. To me that looks like a bug. Or have I misunderstood something?

Is there any way to correct this incorrect transcoding and get the files in the format I want?

I checked the results with several programs and results are different. It's hard to tell why programs display different results. Files, encoded using those parameters, are definitely VBR.

MediaInfo reports the files as VBR, joint stereo, at 192kbps, so it appears that vlc is reporting wrongly. I'll take that up with them.
