How To Update

I am currently using version 3.1.114 on a Windows 64 bit PC.
If I attempt to update using the 'Global Settings' options then nothing happens.
I have downloaded the 1.1.115 update from the website but this just creates new folders (bin; portable; stuff) and is not an expected exe file.
I suspect this is for the portable version, which I don't have, but downloading both options has the same results!
Has the same file been used for both options by mistake?
If not then what do I do with these folders in order to update to 1.1.115?
