I don't want to be a drag, but...
Is it possible, when opening from the context menu, to open not a specific preset, but the last used one?

I have the same problem. A clean reinstall helped, but on a clean setup. After importing the settings from the archive, everything was repeated again - the "Add" item was missing.
Empirically found out that the problem is in the shell.ini settings file. Namely, in the line -
If you add a list of bookmarks, then everything works.

Yes, the format was changed when the function so send to a profile was introduced. Hopefully no more breaking changes
